  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to the commissioner of the pollution control agency 
  1.4             for grants for certain sewage treatment works and 
  1.5             systems; authorizing the sale of state bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION, BONDS; EXPAND CAPACITY OF SEWER 
  1.8   DISTRICT TREATMENT WORKS AND SYSTEMS.] 
  1.9      $....... is appropriated from the bond proceeds fund to the 
  1.10  commissioner of the pollution control agency for grants to 
  1.11  expand the capacity of treatment works and disposal systems 
  1.12  owned and operated by sewer districts established by a 
  1.13  combination of local units of government, such as those 
  1.14  established under Laws 1971, chapter 869, Laws 1981, chapter 
  1.15  291, and Minnesota Statutes, sections 458D.01 to 458D.24. 
  1.16     Sec. 2.  [BOND SALE.] 
  1.17     To provide money appropriated in this act from the bond 
  1.18  proceeds fund, the commissioner of finance, on request of the 
  1.19  governor, shall sell and issue additional state water pollution 
  1.20  control bonds in an amount up to $....... in the manner, upon 
  1.21  the terms, and with the effect prescribed by Minnesota Statutes, 
  1.22  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.23  article XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective the day following final enactment.
