A bill for an act
relating to state government; requiring a request for proposal for a reorganization
study.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin REORGANIZATION STUDY.

new text begin (a) No later than September 30, 2012, the commissioner of management and budget
must issue a request for proposal for a study of the reorganization of the following
administrative units: the Minnesota State Colleges and Universities and the Departments
of Human Services, Health, Transportation, Corrections, Public Safety, Employment and
Economic Development, Natural Resources, Veterans Affairs, and Revenue. The study
must take into account the following criteria:

new text begin (1) reorganize state agencies along service rather than functional lines in order to
provide more efficient service; and

new text begin (2) reorganize state agencies in order to flatten the organizational structure by
requiring that decisions are made closer to the service needed, eliminating redundancies,
and optimizing the span of control ratios to public and private sector industry benchmarks.

new text begin (b) A study contract entered into pursuant to the request for proposal must be
paid for by the state from the savings attributable to the work performed by the vendor,
according to the terms and performance measures negotiated in the contract.

new text begin (c) The University of Minnesota, Office of the Attorney General, Office of the State
Auditor, and Office of the Secretary of State may also participate in the study.
