  1.1                          A bill for an act
  1.2             relating to capital investment; appropriating money 
  1.3             for a grant to the city of Two Harbors for a 
  1.4             wastewater treatment plant equalization basin and 
  1.5             chlorine-contact tank; authorizing the issuance of 
  1.6             state general obligation bonds. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; TWO HARBORS WASTEWATER 
  1.9   TREATMENT.] 
  1.10     $1,571,473 is appropriated from the bond proceeds fund to 
  1.11  the Minnesota Pollution Control Agency for a grant to the city 
  1.12  of Two Harbors to acquire land for, design, construct, furnish, 
  1.13  and equip a 2,500,000 gallon equalization basin and a 
  1.14  chlorine-contact tank of at least 100,000 gallon capacity, 
  1.15  adjacent to the city's wastewater treatment plant.  The 
  1.16  equalization basin is required under the city's National 
  1.17  Pollution Discharge Elimination System permit.  This 
  1.18  appropriation is not available until the commissioner of finance 
  1.19  determines that $325,000 has been committed to the project from 
  1.20  nonstate sources. 
  1.21     Sec. 2.  [BOND SALE.] 
  1.22     To provide the money appropriated in section 1 from the 
  1.23  bond proceeds fund, the commissioner of finance shall sell and 
  1.24  issue bonds of the state in an amount up to $1,571,473 in the 
  1.25  manner, on the terms, and with the effect prescribed by 
  1.26  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.1   Minnesota Constitution, article XI, sections 4 to 7. 
  2.2      Sec. 3.  [EFFECTIVE DATE.] 
  2.3      Sections 1 and 2 are effective the day following final 
  2.4   enactment.
