A bill for an act
relating to economic development; appropriating money for a grant to Latino
Communities United in Service (CLUES).

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $2,000,000 in fiscal year 2020 and $2,000,000 in fiscal year 2021 are appropriated from
the general fund to the commissioner of employment and economic development for a grant
to Latino Communities United in Service (CLUES) to fund programs that address
employment and education skill gaps for working parents and underserved youth. Grants
must fund job skills training to stimulate higher wages for low-income people, family support
systems designed to reduce intergenerational poverty, and youth programming to promote
educational advancement and career pathways in high-demand fields, including information
technology. At least 50 percent of this amount must be used for programming targeted at
greater Minnesota.
