  1.1                          A bill for an act
  1.2             relating to capital investment; authorizing bonds for 
  1.3             certain facility repairs; proposing coding for new law 
  1.4             in Minnesota Statutes, chapter 124. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [124.705] [FLEXIBLE LEARNING YEAR BUILDING 
  1.7   GRANTS.] 
  1.8      Subdivision 1.  [GRANTS.] A district that operates a 
  1.9   flexible learning year program under sections 120.59 to 120.66, 
  1.10  is eligible for a building grant of up to $100,000 per building. 
  1.11     Subd. 2.  [USES OF GRANT.] The grant must be used to make 
  1.12  heating, ventilation, and air conditioning changes to existing 
  1.13  buildings in order to make the buildings accessible for the full 
  1.14  year.  The grants may also be used for deferred maintenance 
  1.15  approved by the commissioner of education. 
  1.16     Subd. 3.  [ISSUANCE AND SALE OF BONDS.] To provide money 
  1.17  for flexible learning year building grants, the commissioner of 
  1.18  finance, upon the request of the governor, shall issue and sell 
  1.19  bonds of the state up to the amount of $6,000,000 in the manner, 
  1.20  upon the terms, and with the effect prescribed by sections 
  1.21  16A.631 to 16A.675 and the Minnesota Constitution, article XI, 
  1.22  sections 4 to 7.
