  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; removing references to 
  1.4             specific subwatershed projects; appropriating money 
  1.5             for flood hazard mitigation grants for the Red river 
  1.6             basin; amending Minnesota Statutes 2000, section 
  1.7             103F.161, subdivision 3. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPROPRIATION.] 
  1.10     $6,950,000 is appropriated from the bond proceeds fund to 
  1.11  the commissioner of natural resources for the flood hazard 
  1.12  mitigation grant program for the Red river basin for grants to 
  1.13  local government units for publicly owned capital improvements 
  1.14  to prevent or alleviate flood damages under Minnesota Statutes, 
  1.15  section 103F.161. 
  1.16     Sec. 2.  [BOND SALE.] 
  1.17     To provide the money appropriated in this act from the bond 
  1.18  proceeds fund, the commissioner of finance shall sell and issue 
  1.19  bonds of the state in an amount up to $6,950,000 in the manner, 
  1.20  upon the terms, and with the effect prescribed by Minnesota 
  1.21  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.22  Constitution, article XI, sections 4 to 7. 
  1.23     Sec. 3.  Minnesota Statutes 2000, section 103F.161, 
  1.24  subdivision 3, is amended to read: 
  1.25     Subd. 3.  [RED RIVER BASIN FLOOD MITIGATION PROJECTS.] 
  1.26  Notwithstanding subdivision 2, a grant for implementation of a 
  2.1   flood hazard mitigation project in the Red river basin that is 
  2.2   consistent with the 1998 mediation agreement and approved by the 
  2.3   Red river flood damage reduction work group may be for up to 75 
  2.4   percent of the cost of the proposed mitigation measures for the 
  2.5   Agassiz-Audubon, North Ottawa, Hay creek, and Thief river 
  2.6   subwatershed projects. 
  2.7      Sec. 4.  [EFFECTIVE DATE.] 
  2.8      Sections 1 to 3 are effective the day following final 
  2.9   enactment.
