A bill for an act
relating to natural resources; establishing fee to cover costs of notifying landowners
of negotiated mineral lease applications for minerals other than iron ore;
appropriating money; amending Minnesota Statutes 2020, section 93.25, by adding
a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 93.25, is amended by adding a subdivision
to read:

new text begin The commissioner may assess an applicant for a negotiated lease
under this section for the reasonable costs of identifying owners of land near the area subject
to the proposed lease and providing notice of that application to the owners. The applicant
must pay the assessed cost to the commissioner within 30 days of receiving the
commissioner's invoice. Money received by the commissioner under this subdivision must
be credited to the special revenue fund and is appropriated to the commissioner to cover
the costs incurred.
