relating to crimes; providing grants for
methamphetamine treatment; appropriating money;
proposing coding for new law in Minnesota Statutes,
chapter 152.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

GRANTS.

new text begin The commissioner of corrections
shall distribute grants to counties to fund the development and
implementation of community-based methamphetamine specific
treatment for offenders who are not committed to the custody of
the commissioner of corrections. Counties may also use the
grant funds to enhance existing treatment programs.

new text begin The commissioner shall distribute the
grants based on a formula of 20 percent on a per capita basis
and 80 percent on the number of individuals in the county
convicted of crimes involving methamphetamine but who are not
committed to the custody of the commissioner of corrections over
the two years prior to the distribution of the grants.

for use of the funds based on the county's local needs. Each
plan must incorporate best practices for treating
methamphetamine addicts.

establish a best practices treatment protocol after consultation
with county correctional and treatment professionals who have
training and experience supervising and treating methamphetamine
addicts.

prosecution, law enforcement, and corrections expenses
associated with crimes involving methamphetamine.

grants based on a formula of the probation caseload reduction
funding and the number of individuals in the county convicted of
crimes involving methamphetamine but who are not committed to
