  1.1                          A bill for an act 
  1.2             relating to traffic regulations; prohibiting sale and 
  1.3             unauthorized use and ownership of mobile infrared 
  1.4             transmitter devices to change traffic lights; 
  1.5             providing penalties; amending Minnesota Statutes 2002, 
  1.6             section 169.06, by adding subdivisions. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2002, section 169.06, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 5b.  [PROHIBITION REGARDING MOBILE INFRARED 
  1.11  TRANSMITTERS.] A person who possesses, owns, or uses a mobile 
  1.12  infrared transmitter that is designed to change a traffic 
  1.13  signal, without legislative or governmental authorization, is 
  1.14  guilty of a misdemeanor. 
  1.15     Sec. 2.  Minnesota Statutes 2002, section 169.06, is 
  1.16  amended by adding a subdivision to read: 
  1.17     Subd. 5c.  [PROHIBITION ON SALE OF MOBILE INFRARED 
  1.18  TRANSMITTERS.] A person who sells a mobile infrared transmitter 
  1.19  that is designed to change a traffic signal to a purchaser whom 
  1.20  the seller knows or reasonably should know lacks legislative or 
  1.21  governmental authorization to possess, own, or use the device is 
  1.22  guilty of a misdemeanor.
