  1.1                          A bill for an act 
  1.2             relating to elections; campaign finance; prohibiting 
  1.3             payment of a public subsidy to a candidate who fails 
  1.4             to file a campaign report by the fifth day after it is 
  1.5             due; amending Minnesota Statutes 2000, section 10A.31, 
  1.6             by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 10A.31, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 7a.  [PENALTY FOR FAILING TO FILE REPORT.] If the 
  1.11  principal campaign committee report due before the primary is 
  1.12  not filed by the fifth day after the report is due, the 
  1.13  candidate must not receive a public subsidy under subdivision 
  1.14  6.  If the principal campaign committee report due before the 
  1.15  general election is not filed by the fifth day after the report 
  1.16  is due, the candidate must not receive a public subsidy under 
  1.17  subdivision 7.
