A bill for an act
relating to capital improvements; appropriating money to design and construct
a regional transit facility in Mankato; authorizing the sale and issuance of state
bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MANKATO REGIONAL TRANSIT FACILITY.

new text begin $5,200,000 is appropriated from the bond proceeds fund to the commissioner
of transportation for a grant to the city of Mankato to design, renovate, and equip the
Minnesota Department of Transportation's former district 7 building in the city of Mankato
as a regional transit facility. This renovation may include vehicle storage facilities, a
fueling island, a bus wash facility, and remodeled and expanded maintenance facilities
to accommodate the mechanics and equipment necessary to maintain city buses. An
employee locker room and break area, along with office space with a central waiting area
for intracity and intercity transit passengers, may also be included. In addition, the facility
will be used in partnership with intracity and intercity providers as a multimodel hub. The
facility may be designed for a regional bus rapid transit system providing service to the
counties of Blue Earth, LeSueur, Nicollet, and Waseca.

$1,300,000 has been committed from nonstate sources.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in this act from the bond proceeds fund, the
commissioner of management and budget shall sell and issue bonds of the state in an
amount up to $5,200,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
