A bill for an act
relating to education; establishing a minimum school counselor to student ratio;
requiring a report; proposing coding for new law in Minnesota Statutes, chapter
121A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) By the completion of the 2015-2016 school year, a school district shall provide
school counseling services at a rate not to exceed 325 students per licensed school
counselor for grades 9 through 12 and 475 students per licensed school counselor for
kindergarten through grade 8.

new text begin (b) By February 1, 2016, and every five years thereafter, the department of education
shall report the current average student to school counselor ratio for kindergarten through
grade 8 and grades 9 through 12 in Iowa, North Dakota, South Dakota, and Wisconsin.
Beginning the 2016-2017 school year, school district provision of counseling services to
students by licensed school counselors shall not exceed the reported state averages.
