  1.1                          A bill for an act 
  1.2             relating to the city of Roseville; authorizing the 
  1.3             city to use certain alternative methods of voting in 
  1.4             city elections in 2004; providing for a report to the 
  1.5             legislature. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ALTERNATIVE FORMS OF VOTING AUTHORIZED IN 
  1.8   ROSEVILLE CITY ELECTIONS.] 
  1.9      Notwithstanding any contrary provision in Minnesota 
  1.10  Statutes, the city of Roseville may adopt by ordinance 
  1.11  cumulative voting, ranked-order voting, or another method of 
  1.12  voting for municipal elections in 2004 that uses a form of 
  1.13  ballot different from that required by Minnesota Statutes, 
  1.14  section 204B.36, subdivision 2. 
  1.15     Sec. 2.  [REPORT TO LEGISLATURE.] 
  1.16     If the city of Roseville conducts a municipal election in 
  1.17  2004 using an alternate method described in section 1, the city 
  1.18  is requested to report on its experience to the house Committee 
  1.19  on Governmental Operations and Veterans Affairs Policy and the 
  1.20  senate Committee on Elections within 30 days after the opening 
  1.21  of the first legislative session after the city first uses the 
  1.22  alternate voting method. 
  1.23     Sec. 3.  [EFFECTIVE DATE.] 
  1.24     Sections 1 and 2 are effective the day following final 
  1.25  enactment.
