A bill for an act
relating to the Metropolitan Airports Commission; requiring the Metropolitan
Airports Commission to complete an environmental impact statement for the
Minneapolis-Saint Paul International Airport 2020 Improvements; amending
Minnesota Statutes 2012, section 473.614, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 473.614, is amended by adding a
subdivision to read:

new text begin Notwithstanding the provisions
of subdivision 2 and the Federal Aviation Administration Finding of No Significant
Impact-Record of Decision, for which the public review and comment period closed
February 8, 2013, the commission shall prepare an environmental impact statement, as
provided in section 116D.04, analyzing the environmental effects of projects included in
the Minneapolis-Saint Paul International Airport 2020 Improvements, which are included
in the commission's long-term comprehensive plan. The environmental impact statement
must include an analysis of the performance-based navigation procedures approved by
the Federal Aviation Administration, including area navigation procedures known as
RNAV. The environmental impact statement must be completed and approved before
improvements identified in the plan may be implemented.
