A bill for an act
relating to education; establishing a grant program to provide additional student
counseling services in high-need public high schools; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin GRANT PROGRAM; STUDENT COUNSELING SERVICES IN
HIGH-NEED PUBLIC HIGH SCHOOLS.

new text begin (a) Recognizing the detrimental effect of student mobility on students' educational
achievement and the disproportionate impact that student mobility has on the most
disadvantaged schools, a grant program for fiscal years 2008 and 2009 is established to
provide additional student counseling services in high-need public high schools where the
student mobility rate in the preceding school year exceeded 25 percent and has a student
population of 100 or more enrolled in grades 7 through 12.

new text begin (b) Interested school districts in which a high school is located having a student
mobility rate in the preceding school year that exceeded 25 percent and has a student
population of 100 or more enrolled in grades 7 through 12 may apply to the education
commissioner, in the form and manner the commissioner determines, for a student
counseling services grant. The application must provide evidence of the requisite student
mobility rate and include a plan indicating how the applicant's eligible high school will
use the grant to provide needed counseling services to highly mobile students. The
commissioner may require additional information from an applicant.

new text begin (c) The commissioner must determine that the applicant has satisfied the
requirements of paragraph (b) before awarding grants. The commissioner may award one
grant per qualified school district on a first-come, first-served basis and until the grant
appropriation is expended. The commissioner must determine the amount of the grant
based on the number of students enrolled in the high school at the start of the current
school year. Grantees must use the grant to provide needed counseling services to highly
mobile students and must not use grant funds to supplant existing counseling services.

new text begin (d) The commissioner must provide for an evaluation of the high school grant sites
and recommend to the education policy and finance committees of the legislature by
February 15, 2010, whether the program to provide additional student counseling services
in high-need public high schools should be made available statewide.

general fund to the commissioner of education for the purpose of providing grants to
provide additional student counseling services in high-need public high schools under
section 1. Any balance in the first year does not cancel but is available in the second year.
