  1.1                          A bill for an act 
  1.2             relating to higher education; limiting the 
  1.3             administrative costs of the Minnesota state colleges 
  1.4             and universities system. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINNESOTA STATE COLLEGES AND UNIVERSITIES; 
  1.7   ADMINISTRATIVE COSTS.] 
  1.8      It is the intent of the legislature to reduce class sizes, 
  1.9   increase the number of section offerings, and improve the 
  1.10  quality of instruction at the institutions of the Minnesota 
  1.11  state colleges and universities system by decreasing the 
  1.12  percentage of expenditures on administration and increasing the 
  1.13  percentage spent on direct classroom instruction, counseling, 
  1.14  and library services. 
  1.15     In each year of the 1998-1999 biennium, the system shall 
  1.16  increase the percentage of the total general fund expenditures 
  1.17  for librarians, counselors, and direct instruction, as reported 
  1.18  in the federal Integrated Postsecondary Education Data Survey 
  1.19  (IPEDS), by 1-1/2 percent over the previous fiscal year. 
  1.20     By February 15 of 1998 and 1999, the Minnesota state 
  1.21  colleges and universities system shall report to the legislature 
  1.22  the percentage of total general fund expenditures spent on 
  1.23  librarians, counselors, and direct instruction during the 
  1.24  previous fiscal year.  The department of finance shall review 
  1.25  and comment on the consistency of the data used in the reports 
  2.1   prior to their submission to the legislature.
