  1.1                          A bill for an act
  1.2             relating to traffic regulations; prescribing the 
  1.3             display period for "Walk" signal at certain 
  1.4             pedestrian-control traffic signals; amending Minnesota 
  1.5             Statutes 1996, section 169.06, subdivision 6. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 169.06, 
  1.8   subdivision 6, is amended to read: 
  1.9      Subd. 6.  [PEDESTRIAN CONTROL SIGNALS.] Whenever special 
  1.10  pedestrian-control signals exhibiting the words "Walk" or "Don't 
  1.11  Walk" are in place such signals shall indicate as follows: 
  1.12     (a) "Walk", flashing or steady.  Pedestrians facing such 
  1.13  signals may proceed across the roadway in the direction of the 
  1.14  signal. 
  1.15     (b) "Don't Walk", flashing or steady.  No pedestrian shall 
  1.16  start to cross the roadway in the direction of such signals, but 
  1.17  any pedestrian who has partially crossed on the "Walk" signal 
  1.18  shall proceed to a sidewalk or safety island while the "Don't 
  1.19  Walk" signal is showing. 
  1.20     (c) A pedestrian crossing a roadway in conformity with this 
  1.21  section is lawfully within the intersection and, when in a 
  1.22  crosswalk, is lawfully within the crosswalk. 
  1.23     Notwithstanding subdivision 3, a road authority maintaining 
  1.24  a pedestrian-control signal on a highway functionally classified 
  1.25  as arterial or collector must maintain and operate the signal in 
  2.1   such a manner that the "Walk" signal is displayed for a 
  2.2   sufficient time to allow a pedestrian walking at a speed of 3.5 
  2.3   feet per second to cross from one curb to the center of the 
  2.4   farthest traveled lane before opposing vehicular traffic is 
  2.5   signaled to proceed.
