A bill for an act
relating to health; appropriating money to the commissioner of health for a grant
to a nonprofit organization to provide doula support, childbirth, and postpartum
services to low-income families of color.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; DOULA SUPPORT, CHILDBIRTH, AND
POSTPARTUM SERVICES TO LOW-INCOME FAMILIES OF COLOR.

new text begin $500,000 in fiscal year 2020 and $500,000 in fiscal year 2021 are appropriated from the
general fund to the commissioner of health for a grant to a nonprofit organization located
in North Minneapolis that provides low-income families of color with culturally appropriate
birth and postpartum doula support, childbirth education, breastfeeding education, support
groups, home visits, and referrals to community-based organizations. Grant funds must be
used to support and expand the culturally appropriate services provided by this organization
with the goal of reducing disparities in maternal and infant health in communities of color.
This is a onetime appropriation and is available until expended.
