A bill for an act
relating to education; permitting youth organizations informational access to
students; proposing coding for new law in Minnesota Statutes, chapter 123B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) School districts shall permit access to school facilities to youth organizations to
distribute informational literature and promotional materials in order to inform parents about
participation in such organizations and their activities as provided in paragraphs (c) and (d).

new text begin (b) "Youth organization" means any group with a state or nationwide presence and a
primary focus of providing youth programming for the purposes of encouraging civic
education, providing access to leadership opportunities and learning opportunities outside
of the classroom, and promoting community well-being. Youth organization does not include
any group that advocates or practices hatred, hostility, or violence toward members of a
race, ethnicity, nation, religion, gender, gender identity, sexual orientation, or any other
protected group.

new text begin (c) A school district shall permit informational literature regarding youth organizations
to be distributed to students, in paper form, during school hours. The youth organization
shall provide to the superintendent written notice of the youth organization's intent to
distribute informational literature to the students, with a copy of the materials, at least one
week in advance.

new text begin (d) The youth organization is responsible for all direct costs of preparing and distributing
its informational literature, but must not be assessed any fees for such access or usage.
