 relating to the legislature; requiring legislative
fiscal notes for nonbinding resolutions; proposing
coding for new law in Minnesota Statutes, chapter 3.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [3.99] LEGISLATIVE FISCAL NOTE.

new text begin A resolution of the house of representatives or the senate
that would have no binding effect if adopted by either house or
enacted by the legislature must be accompanied by a legislative
fiscal note. The note must be prepared by the fiscal staff of
the body in which the resolution is introduced and must estimate
the cost of preparing the resolution, including staff and
legislative time and supplies.
