A bill for an act
relating to transportation; highways; establishing requirements concerning
extension of marked Trunk Highway 610.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) For purposes of this section, the following terms
have the meanings given.

new text begin (b) "Commissioner" means the commissioner of the Department of Transportation.

new text begin (c) "Trunk Highway 610 extension project" means construction of marked Trunk
Highway 610 as a multilane divided highway, extending the highway from the interchange
with Hennepin County State-Aid Highway 81 to Interstate Highway 94.

new text begin (a) The commissioner shall include the Trunk
Highway 610 extension project in the next regular update to the statewide transportation
improvement program. The Trunk Highway 610 extension project must remain in the
statewide transportation improvement program until it is completed and may not be
delayed from the initially scheduled date of commencement unless the commissioner:

new text begin (1) identifies special unforeseen circumstances; and
new text end

new text begin (2) submits a notification, including specific reasons for the delay, to the chairs
and ranking minority members of the legislative committees with jurisdiction over
transportation policy and finance.

new text begin (b) The commissioner shall expedite project development to avoid delays under
paragraph (a) and to obtain final project approvals as required under state and federal law.
