  1.1                          A bill for an act
  1.2             relating to health; requiring the board of the 
  1.3             Minnesota comprehensive health association to develop 
  1.4             a prescription drug insurance program for senior 
  1.5             citizens; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PRESCRIPTION DRUG INSURANCE PROGRAM.] 
  1.8      The board of directors of the Minnesota comprehensive 
  1.9   health association shall develop an insurance program to provide 
  1.10  prescription drugs to Minnesotans who are 65 and older.  The 
  1.11  program shall be administered by the board, but shall be 
  1.12  separate from the health coverage programs operated by the board 
  1.13  under Minnesota Statutes, chapter 62E.  In designing the 
  1.14  program, the board shall incorporate, to the extent feasible, 
  1.15  the administrative procedures and health care delivery methods 
  1.16  used by the board under Minnesota Statutes, chapter 62E.  The 
  1.17  board shall develop the program based upon independent actuarial 
  1.18  analysis, and shall present program recommendations and draft 
  1.19  legislation to the legislature by December 15, 1997. 
  1.20     Sec. 2.  [APPROPRIATION.] 
  1.21     $....... is appropriated from the health care access fund 
  1.22  to the board of the Minnesota comprehensive health association 
  1.23  for the fiscal year ending June 30, 1998, to implement section 1.
