  1.1                          A bill for an act 
  1.2             relating to the metropolitan council; changing the 
  1.3             schedule for the metropolitan transit system's 
  1.4             operation performance audit; amending Minnesota 
  1.5             Statutes 1998, section 473.1466. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 473.1466, is 
  1.8   amended to read: 
  1.9      473.1466 [PERFORMANCE AUDIT.] 
  1.10     In 1997 and every four years thereafter, the council shall 
  1.11  provide for an independent entity selected through a request for 
  1.12  proposal process conducted nationwide to do a performance audit 
  1.13  of the commuting area's transportation system as a whole.  The 
  1.14  performance audit must evaluate the commuting area's ability to 
  1.15  meet the region's needs for effective and efficient 
  1.16  transportation of goods and people, evaluate future trends and 
  1.17  their impacts on the region's transportation system, and make 
  1.18  recommendations for improving the system.  The performance audit 
  1.19  must recommend performance-funding measures.  In 1997 1999 and 
  1.20  every two four years thereafter, the council must evaluate the 
  1.21  performance of the metropolitan transit system's operation in 
  1.22  relationship to the regional transit performance standards 
  1.23  developed by the council. 
  1.24     Sec. 2.  [APPLICATION.] 
  1.25     Section 1 is effective in the counties of Anoka, Carver, 
  2.1   Dakota, Hennepin, Ramsey, Scott, and Washington.
