A bill for an act
relating to elections; authorizing the secretary of state to direct that the 2020 state
primary and state general elections be conducted primarily by mail; authorizing
the establishment of vote centers in which all voters in a specific election
jurisdiction may cast a ballot.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) Notwithstanding any provision of the Minnesota Election Law to the contrary, the
secretary of state may direct that all jurisdictions within the state conduct the 2020 state
primary election and the 2020 state general election primarily by mail, consistent with
Minnesota Statutes, section 204B.45, subdivision 2. The direction may include requirements
related to the closure of polling places and the availability of vote centers at which all voters
in a jurisdiction may cast a ballot. All other provisions of the Minnesota Election Law
continue to apply to each election, except as necessary to implement the direction authorized
by this section.
