1.1A resolution
1.2memorializing the President and Congress to enact legislation encouraging domestic
1.3oil drilling.
1.4WHEREAS, the United States had 22,300,000,000 barrels of economically producible
1.5oil reserves as of December 31, 2009, according to the United States Energy Information
1.6Administration; and
1.7WHEREAS, dependence on foreign imports of oil exposes the United States economy to
1.8fluctuations caused by instability in other regions of the world and contributes to the foreign
1.9trade deficit; and
1.10WHEREAS, increasing domestic oil production would reduce American dependence on
1.11foreign sources of oil and reduce the foreign trade deficit; and
1.12WHEREAS, increasing domestic oil production would boost the national economy by
1.13creating jobs and increasing revenues from leases, production, profits, and consumption; NOW,
1.14THEREFORE,
1.15BE IT RESOLVED by the Legislature of the State of Minnesota that it urges the President
1.16and the Congress of the United States to speedily enact legislation that promotes and removes
1.17impediments to domestic oil drilling.
1.18BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is
1.19directed to prepare copies of this memorial and transmit them to the President of the United
1.20States, the President and the Secretary of the United States Senate, the Speaker and the Clerk of
1.21the United States House of Representatives, the chair of the Senate Committee on Energy and
2.1Natural Resources, the chair of the House Committee on Energy and Commerce, and Minnesota's
2.2Senators and Representatives in Congress.
