A bill for an act
relating to transportation; creating the town road and bridge assistance account;
transferring money; proposing coding for new law in Minnesota Statutes, chapter
162.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [162.082] TOWN ROAD AND BRIDGE ASSISTANCE ACCOUNT.

new text begin (a) A town road and bridge assistance account is created in the special revenue fund.
The account consists of funds as provided by law, and any other money donated, allotted,
transferred, or otherwise provided to the account. Funds in the account are appropriated to
the commissioner and shall be allocated so that each town receives the percentage that the
total lane miles of town roads in the town bears to the total lane miles of town roads in the
state.

new text begin (b) The commissioner shall allocate funds in the account as provided in paragraph (a)
and notify the commissioner of revenue. Following notification, the commissioner of revenue
shall distribute the specified funds to towns. Any appropriation to the commissioner of
transportation under this section is available to the commissioner of revenue for the purposes
specified in this paragraph.

new text begin (c) Funds from the account may be expended by the town only for the construction,
reconstruction, and maintenance of town roads and bridges within the town.

new text begin $20,000,000 in fiscal year 2020 and $20,000,000 in fiscal year 2021 are transferred from
the general fund to the town road and bridge assistance account in the special revenue fund
for allocation to towns under Minnesota Statutes, section 162.082.
