  1.1                          A bill for an act
  1.2             relating to health; providing a grant for sudden 
  1.3             infant death syndrome; appropriating money; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 145. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [145.8975] [SUDDEN INFANT DEATH SYNDROME.] 
  1.7      Subdivision 1.  [PURPOSE.] Sudden infant death syndrome 
  1.8   (SIDS), the sudden and unexpected death of an infant, is the 
  1.9   major cause of death in infants between the ages of two weeks 
  1.10  and one year.  In Minnesota, approximately 110 infants become 
  1.11  victims of SIDS annually, two every week.  SIDS is therefore a 
  1.12  public health issue of utmost concern. 
  1.13     Subd. 2.  [MINNESOTA SID CENTER.] The Minnesota sudden 
  1.14  infant death center is a statewide program which demonstrates a 
  1.15  public-private partnership approach to a public health issue.  
  1.16  The goals of the center are to identify SIDS cases in Minnesota, 
  1.17  provide information and support to families, educate 
  1.18  professionals and the public about SIDS, and participate in SIDS 
  1.19  research.  The center provides a variety of services including 
  1.20  support groups, referrals, counseling, newsletters, and 
  1.21  educational programs and materials. 
  1.22     The commissioner of health may assist and facilitate the 
  1.23  goals and services of the Minnesota SID center. 
  1.24     Sec. 2.  [APPROPRIATION.] 
  1.25     $....... is appropriated from the general fund to the 
  2.1   commissioner of health for the biennium ending June 30, 1997, 
  2.2   for the purpose of providing a grant to the Minnesota sudden 
  2.3   infant death center.  The appropriation shall be used to enable 
  2.4   the Minnesota SID center to continue to access federal money and 
  2.5   to carry out the responsibilities and provisions as described in 
  2.6   Minnesota Statutes, section 145.8975, subdivision 2.
