A bill for an act
relating to public health; requiring labeling of certain human DNA vaccines and
informed consent for administration of those vaccines; proposing coding for new
law in Minnesota Statutes, chapter 145.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) Vaccines manufactured using human fetal or embryonic cell lines, proteins,
deoxyribonucleic acid (DNA), recombinant DNA, monoclonal antibodies, or any other
components derived from elective abortion or using cell lines derived from electively
aborted tissue must be clearly labeled as being derived from or manufactured using
electively aborted human fetal or embryonic tissue.

electively aborted human fetal or embryonic tissue" under paragraph (a) shall not be
administered to a patient without written, informed consent.
