A bill for an act
relating to taxation; property; requiring certain taxing jurisdictions to hold public
hearings prior to adopting proposed levies; amending Minnesota Statutes 2012,
section 275.065, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 275.065, is amended by adding a
subdivision to read:

new text begin Before adopting its
proposed levy under subdivision 1, any county, school district, city with a population over
2,500 according to the most recent estimate of the state demographer, and the Metropolitan
Council must publish a preliminary proposed budget on their Web site prior to September
1, and hold at least one budget hearing after August 31, which (i) may not start before
6:00 p.m.; (ii) must allow for the public to testify; (iii) must be distributed electronically
via television or over the Internet; and (iv) must allow for public input electronically via
e-mail or social media. Prior to the hearing, each jurisdiction must publish information
about the hearing on their Web site, as well as in the official newspaper of the taxing
authority under section 123B.09, 375.12, or 412.191.
