A bill for an act
relating to veterans; allowing resident military service members and veterans to
use alternate proof of residency for game and fish licenses; amending Minnesota
Statutes 2018, section 97A.405, subdivision 5.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 97A.405, subdivision 5, is amended to read:


Subd. 5.

Resident licenses.

new text begin (a) Except as provided in paragraph (b), new text end to obtain a resident
license, a resident 21 years of age or older must:

(1) possess a current Minnesota driver's license;

(2) possess a current identification card issued by the commissioner of public safety; or

(3) present evidence showing proof of residency in cases when clause (1) or (2) would
violate the Religious Freedom Restoration Act of 1993, Public Law 103-141.

new text begin (b) A person who does not possess the proof of residency provided for in paragraph (a)
may obtain a resident license by presenting a recent leave and earnings statement issued to
the person by the United States Department of Defense that indicates the person is a resident
of the state if the person:

new text begin (1) is in the armed forces of the United States, stationed outside of the state, and in the
state on leave; or
new text end

new text begin (2) separated from the armed forces of the United States under honorable conditions
within the preceding six months.
