A bill for an act
relating to transportation; creating Bridge Coatings Standards Advisory Group.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin BRIDGE COATINGS STANDARDS ADVISORY GROUP.

new text begin (a) The commissioner of transportation shall establish and staff an 11-member
advisory committee named the Bridge Coatings Standards Advisory Group to review:

new text begin (1) current requirements and qualifications for contractors performing the removal
or field application of paint systems on bridges, or both;
new text end

new text begin (2) standards, qualifications, and training requirements of coatings applicators who
perform blast cleaning and spray painting on bridge metal surfaces;

new text begin (3) contractor requirements and procedures regarding the handling and disposal of
paint and chemicals used in the removal or field application of paint systems, or both; and

new text begin (4) requirements and procedures regarding applicator safety on bridge projects.

new text begin (b) The advisory group shall have a minimum of five meetings. The commissioner
shall report to the senate and house of representatives chairs and ranking minority
members of the legislative committees and divisions with primary jurisdiction over
transportation policy and finance by October 1, 2013, summarizing advisory committee
activities and identifying any changes to statute, rule, or department special provisions
needed to address the appropriate criteria for coatings contractor and applicator standards,
qualifications, certifications, and training requirements. The senate majority leader and the
speaker of the house shall each appoint five industry stakeholder members to the advisory
group. The commissioner or the commissioner's designee shall call the first meeting to
order and serve as advisory committee chair.
