  1.1                          A bill for an act 
  1.2             relating to drug policy and violence prevention; 
  1.3             authorizing a grant to an organization to develop and 
  1.4             administer a residential program for women leaving 
  1.5             prostitution; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [RESIDENTIAL PROGRAMS FOR WOMEN LEAVING 
  1.8   PROSTITUTION; GRANT.] 
  1.9      Subdivision 1.  [GRANT AUTHORIZED.] The commissioner shall 
  1.10  award a grant to a nonprofit organization to develop and 
  1.11  administer a residential program for women leaving 
  1.12  prostitution.  The commissioner shall award a grant to a 
  1.13  nonprofit organization that can demonstrate a 25 percent funding 
  1.14  match.  The funding match may come from local or federal 
  1.15  sources, the nonprofit organization, or any other source.  
  1.16  Residential program services include, but are not limited to, 
  1.17  chemical dependency services, sexual trauma mental health 
  1.18  services, and independent living skills preparation, including 
  1.19  living skills development and coordination of community 
  1.20  resources for personal and family stability and success. 
  1.21     Subd. 2.  [GRANT ADMINISTRATION.] The commissioner shall 
  1.22  develop a process for administering the grant, including 
  1.23  criteria for the grant.  The commissioner shall issue a request 
  1.24  for proposals for a grant under subdivision 1.  The request must 
  1.25  be designed to obtain detailed information about the applicant 
  2.1   and other information the commissioner considers necessary to 
  2.2   evaluate and select a grant recipient.  The applicant shall 
  2.3   submit a proposal grant on a form and in a manner prescribed by 
  2.4   the commissioner. 
  2.5      Sec. 2.  [APPROPRIATIONS; DEPARTMENT OF CHILDREN, FAMILIES, 
  2.6   AND LEARNING.] 
  2.7      $....... is appropriated for the fiscal year ending June 
  2.8   30, 2000, and $....... is appropriated for the fiscal year 
  2.9   ending June 30, 2001, from the general fund to the commissioner 
  2.10  of children, families, and learning to be used to award a grant 
  2.11  under section 1.
