  1.1                          A bill for an act 
  1.2             relating to education finance; creating an incentive 
  1.3             funding program for career and technical education 
  1.4             programs; appropriating money; proposing coding for 
  1.5             new law in Minnesota Statutes, chapter 124D.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [124D.452] [CAREER AND TECHNICAL AID.] 
  1.8      Subdivision 1.  [PURPOSE.] The purpose of the incentive 
  1.9   funding program for career and technical education programs is 
  1.10  to encourage districts to establish and maintain high-quality 
  1.11  programs that meet the program standards established by the 
  1.12  department of children, families, and learning. 
  1.13     Subd. 2.  [PROGRAM STANDARDS.] The department of children, 
  1.14  families, and learning must develop program standards for each 
  1.15  career and technical program area discipline.  The program 
  1.16  standards must be based on the program core values and relate to 
  1.17  quality performance indicators established for each discipline. 
  1.18     Subd. 3.  [SCHOOL DISTRICT PROGRAMS.] A school district may 
  1.19  submit an application to the department for incentive funding 
  1.20  for its career and technical programs.  The application must be 
  1.21  submitted by May 1 of each year. 
  1.22     Subd. 4.  [THREE TIERS OF FUNDING.] The department must 
  1.23  establish an advisory committee for each career and technical 
  1.24  program discipline to assist in the development of program 
  1.25  standards, core values, and quality indicators.  Based on the 
  2.1   work of the advisory committees, the department shall develop a 
  2.2   ranking system that awards points to each career and technical 
  2.3   education program.  The point system shall have three tiers of 
  2.4   incentive funding with points awarded on the following criteria: 
  2.5      (1) instructional staffing, including the accreditation and 
  2.6   licensure of the staff, the length of the staff's contract, and 
  2.7   the staff's professional development plans; 
  2.8      (2) professional development activities, including 
  2.9   participation in affinity groups and attendance at conferences 
  2.10  for the staff person's discipline area; 
  2.11     (3) supervised work-based learning; 
  2.12     (4) leadership development; 
  2.13     (5) the school district's commitment to provide adequate 
  2.14  classroom, laboratory, and shop space and equipment for the 
  2.15  program; and 
  2.16     (6) the presence of any district-level advisory and program 
  2.17  review committee. 
  2.18     Notwithstanding chapter 14 or section 14.386, the 
  2.19  department shall establish the number of points for each 
  2.20  activity and the number of points necessary to receive incentive 
  2.21  funding for a tier one, tier two, or tier three program.  
  2.22     Subd. 5.  [PROGRAM FUNDING.] (a) For fiscal year 2002 and 
  2.23  later, a district with a tier three program is eligible for 
  2.24  career and technical program incentive funding equal to the sum 
  2.25  of 50 percent of the salaries paid to the program instructors 
  2.26  and 50 percent of the equipment and travel costs necessary for 
  2.27  the program. 
  2.28     (b) A district with a tier two program is eligible for 66 
  2.29  percent of the funding in paragraph (a). 
  2.30     (c) A district with a tier one program is eligible for 33 
  2.31  percent of the funding in paragraph (a).  
  2.32     Sec. 2.  [APPROPRIATIONS.] 
  2.33     $12,000,000 in fiscal year 2002 and $12,000,000 in fiscal 
  2.34  year 2003 are appropriated from the general fund to the 
  2.35  commissioner of children, families, and learning for incentive 
  2.36  funding aid for career and technical education programs.
