  1.1                          A bill for an act
  1.2             relating to state government; creating an advisory 
  1.3             task force to consider a new motor vehicle license 
  1.4             plate motto and a change in the design of the state 
  1.5             flag. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [FLAG AND VEHICLE LICENSE PLATE MOTTO TASK 
  1.8   FORCE.] 
  1.9      Subdivision 1.  [CREATION.] An advisory task force is 
  1.10  created to consider: 
  1.11     (1) whether the motor vehicle license plate motto should be 
  1.12  changed and especially whether it should more closely reflect 
  1.13  the actual number of lakes in the state; and 
  1.14     (2) whether to change the state flag design. 
  1.15     Subd. 2.  [MEMBERSHIP; EXPENSES.] The task force shall 
  1.16  consist of six citizens appointed by the governor, the 
  1.17  commissioners of administration and public safety or their 
  1.18  designees, the director of the Minnesota historical society or a 
  1.19  designee, and a representative of the capital area architectural 
  1.20  and planning board.  Members shall not receive per diem but 
  1.21  shall be reimbursed for expenses under Minnesota Statutes, 
  1.22  section 15.059, subdivision 6. 
  1.23     Subd. 3.  [PROCEDURES.] The task force may take public 
  1.24  testimony, consult experts, conduct a contest for alternative 
  1.25  flag designs, and accept contributions from public or private 
  2.1   sources to offer a prize for a new flag design. 
  2.2      Subd. 4.  [REPORT.] The task force shall report to the 
  2.3   chairs of the governmental operations committees in the house of 
  2.4   representatives and the senate by January 1, 1999: 
  2.5      (1) whether it recommends a change in the motor vehicle 
  2.6   license plate motto; and 
  2.7      (2) whether and, if so, what it recommends as a new state 
  2.8   flag design.
