A bill for an act
relating to human rights; requiring certain businesses to affirm implementation of
sexual harassment prevention policies in the workplace; proposing coding for new
law in Minnesota Statutes, chapter 363A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

POLICY REQUIREMENT.

new text begin For all contracts for goods and services in excess of $50,000, no department or agency
of the state shall accept any bid or proposal for a contract or agreement from any business
having more than 20 full-time employees within this state on a single working day during
the previous 12 months, unless the business has affirmed in writing to the commissioner
that it:

new text begin (1) has implemented a written policy, which is reviewed annually, addressing sexual
harassment prevention in the workplace; and

new text begin (2) provides annual sexual harassment prevention training to all of its employees. Receipt
of the written affirmation by the commissioner shall signify that a firm or business has
complied with the requirements of this section. A business affirmation shall be valid for a
period of four years.
