  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds for transportation projects; appropriating money.
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [CAPITAL IMPROVEMENT APPROPRIATIONS.] The sums 
  1.6   in the column under "APPROPRIATIONS" are appropriated from the 
  1.7   bond proceeds fund to the state agencies or officials indicated, 
  1.8   to be spent for public purposes.  Appropriations of bond 
  1.9   proceeds must be spent as authorized by the Minnesota 
  1.10  Constitution, article XI, section 5, paragraph (a), to acquire 
  1.11  and better public land and buildings and other public 
  1.12  improvements of a capital nature, or as authorized by article 
  1.13  XI, section 5, paragraphs (b) to (j), or article XIV.  Unless 
  1.14  otherwise specified, the appropriations in this act are 
  1.15  available until the project is completed or abandoned.

  1.21  Sec. 2.  BOARD OF WATER AND SOIL RESOURCES            2,700,000
  1.22  To acquire land for wetlands or restore 
  1.23  wetlands to be used to replace wetlands 
  1.24  drained or filled as a result of the 
  1.25  repair, maintenance, or rehabilitation 
  1.26  of existing public roads as required by 
  1.27  Minnesota Statutes, section 103G.222, 
  2.1   subdivision 1, paragraph (l). 
  2.2   The purchase price paid for acquisition 
  2.3   of land, fee, or perpetual easement 
  2.4   must be the fair market value as 
  2.5   determined by the board.  The board may 
  2.6   enter into agreements with the federal 
  2.7   government, other state agencies, 
  2.8   political subdivisions, and nonprofit 
  2.9   organizations or fee owners to acquire 
  2.10  land and restore and create wetlands 
  2.11  and to acquire existing wetland banking 
  2.12  credits with money provided by this 
  2.13  appropriation.  Acquisition of or the 
  2.14  conveyance of land may be in the name 
  2.15  of the political subdivision. 
  2.16  Sec. 3.  TRANSPORTATION
  2.17  Subdivision 1.  To the commissioner of 
  2.18  transportation for the purposes specified 
  2.19  in this section                                      27,000,000 
  2.20  Subd. 2.  Town Road Sign Replacement                  1,000,000 
  2.21  For grants to political subdivisions to 
  2.22  pay the local share of costs of town 
  2.23  road sign replacement under the Federal 
  2.24  Highway Administration's hazard 
  2.25  elimination program.  Grants under this 
  2.26  purchase of signs that conform to the 
  2.27  commissioner of transportation's 
  2.28  uniform manual of traffic control 
  2.29  devices, including applicable 
  2.30  reflective sheeting requirements, and 
  2.31  that have a useful life of at least 20 
  2.32  years. 
  2.33  Subd. 3.  Duluth Aerial Lift Bridge                   1,000,000 
  2.34  For a grant to the city of Duluth for 
  2.35  capital restoration of the aerial lift 
  2.36  bridge.  This appropriation is 
  2.37  available when matched by $1 of money 
  2.38  secured or provided by the city of 
  2.39  Duluth for each $1 of state money. 
  2.40  Subd. 4.  Port Development Assistance                 3,000,000
  2.41  For grants under Minnesota Statutes, 
  2.42  sections 457A.01 to 457A.06.  Any 
  2.43  improvements made with the proceeds of 
  2.44  these grants must be publicly owned. 
  2.45  Subd. 5.  Freight Access Improvements                 7,000,000
  2.46  Each grant is not available until the 
  2.47  commissioner has determined that at 
  2.48  least an equal amount has been 
  2.49  committed from any combination of 
  2.50  municipal state-aid money and nonstate 
  2.51  sources.  The state share may be 
  2.52  allocated to any one or more of the 
  2.53  project elements, with the nonstate 
  2.54  money used to complete any elements not 
  2.55  completed with state money. 
  2.56  $3,500,000 is for a grant to the city 
  2.57  of Savage to improve highway access to 
  2.58  the ports of Savage.  The improvements 
  2.59  may include local frontage roads, 
  3.1   access consolidations, road closures, 
  3.2   new signals, and acceleration and 
  3.3   deceleration lanes. 
  3.4   $3,500,000 is for a grant to the port 
  3.5   authority of Winona to construct 
  3.6   intermodal improvements at the Winona 
  3.7   harbor.  The improvements may include 
  3.8   commercial harbor dredging, overpass 
  3.9   construction, street widening, or 
  3.10  signal reconstruction. 
  3.11  Subd. 6.  Greater Minnesota Transit Facilities        2,000,000 
  3.12  For capital assistance for greater 
  3.13  Minnesota transit systems to be used 
  3.14  for transit capital facilities.  Money 
  3.15  from this appropriation may be used to 
  3.16  pay up to 80 percent of the nonfederal 
  3.17  share of the costs of these facilities. 
  3.18  Subd. 7.  Radio Communications Statewide System      13,000,000 
  3.19  To design and construct the statewide 
  3.20  public safety radio communications 
  3.21  system infrastructure, coordinating it 
  3.22  with other state and local units of 
  3.23  government, and extending it to all of 
  3.24  the southeast district of the state 
  3.25  patrol, and into the central district 
  3.26  of the state patrol, with first 
  3.27  priority given to development in 
  3.28  Stearns, Sherburne, Benton, and Wright 
  3.29  counties, subject to the requirements 
  3.30  of Minnesota Statutes, section 16A.695. 
  3.31  Sec. 4.  METROPOLITAN COUNCIL                         1,500,000 
  3.32  Subdivision 1.  Park-and-Ride Facilities                500,000
  3.33  For land acquisition and construction 
  3.34  of park-and-ride facilities in the 
  3.35  seven-county metropolitan area outside 
  3.36  the transit taxing district defined in 
  3.37  Minnesota Statutes, section 473.446, 
  3.38  subdivision 2. 
  3.39  Subd. 2.  Central Corridor Transit Way                 1,000,000
  3.40  For predesign, design, a final 
  3.41  environmental impact statement, and 
  3.42  preliminary engineering of the central 
  3.43  corridor bus transit way between St. 
  3.44  Paul and the city of Minneapolis.  This 
  3.45  appropriation must not be used for any 
  3.46  work on rail transportation. 
  3.47  Sec. 5.  TRADE AND ECONOMIC DEVELOPMENT               8,000,000
  3.48  For a grant to the city of St. Paul to 
  3.49  acquire land and to complete 
  3.50  contamination remediation on Phalen 
  3.51  Boulevard between marked interstate 
  3.52  highway 35E and Johnson Parkway.  This 
  3.53  appropriation is not available until 
  3.54  the commissioner has determined that at 
  3.55  least an equal amount has been 
  3.56  committed from nonstate sources. 
  3.57     Sec. 6.  [BOND SALE.] 
  4.1      To provide the money appropriated in this act from the bond 
  4.2   proceeds fund, the commissioner of finance shall sell and issue 
  4.3   bonds of the state in an amount up to $39,200,000 in the manner, 
  4.4   on the terms, and with the effect prescribed by Minnesota 
  4.5   Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  4.6   Constitution, article XI, sections 4 to 7.
