  1.5      Section 1.  [APPROPRIATION.] 
  1.6      $23,850,000 is appropriated from the general fund to the 
  1.7   commissioner of finance in fiscal year 2002 to defease 
  1.8   outstanding state general obligation bonds that are callable in 
  1.9   2003.
