  1.1                          A bill for an act 
  1.2             relating to transportation appropriations; prohibiting 
  1.3             spending by department of transportation on passenger 
  1.4             automobiles, mobile telephones, pagers, and travel; 
  1.5             requiring spending reductions on overhead, 
  1.6             administration, information technology, and research; 
  1.7             requiring department to sell passenger vehicles, 
  1.8             mobile telephones, and pagers. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [PROHIBITION OF SPENDING FOR MOBILE TELEPHONES 
  1.11  AND PAGERS.] 
  1.12     The commissioner of transportation may not assign mobile 
  1.13  telephones or pagers to department employees and may not expend 
  1.14  state funds on the acquisition, operation, maintenance, or 
  1.15  repair of this equipment.  The commissioner must cancel existing 
  1.16  contracts for service or operation of mobile telephones and 
  1.17  pagers.  The commissioner must take possession of previously 
  1.18  assigned mobile telephones and pagers, sell this equipment for a 
  1.19  price that reflects its fair market value, and deposit all sale 
  1.20  proceeds in the trunk highway fund. 
  1.21     Sec. 2.  [PROHIBITION OF SPENDING FOR PASSENGER 
  1.22  AUTOMOBILES.] 
  1.23     The commissioner of transportation may not assign to 
  1.24  department employees any passenger automobiles, within the 
  1.25  meaning of Minnesota Statutes, section 168.011, and may not 
  1.26  expend state funds on the acquisition, operation, maintenance, 
  1.27  repair, or insurance of this equipment.  The commissioner must 
  2.1   cancel existing contracts relating to these vehicles, including 
  2.2   contracts for insurance, service, fuel purchase, or any other 
  2.3   purpose.  The commissioner must take possession of all passenger 
  2.4   automobiles owned by the department and sell these vehicles for 
  2.5   a price that reflects their fair market value, and deposit all 
  2.6   sale proceeds in the trunk highway fund. 
  2.7      Sec. 3.  [PROHIBITION OF SPENDING FOR TRAVEL AND MEETINGS.] 
  2.8      The commissioner of transportation may not expend state 
  2.9   funds on travel out of this state by department employees, or 
  2.10  for travel within the state and related expenses when the 
  2.11  in-state travel is for the purpose of attending a convention, a 
  2.12  conference, a seminar, or a meeting sponsored by an organization 
  2.13  other than the department. 
  2.14     Sec. 4.  [ADMINISTRATION SPENDING REDUCTION.] 
  2.15     In each of fiscal years 2004 and 2005, the commissioner of 
  2.16  transportation must reduce spending on administration, overhead, 
  2.17  and related services by $17,275,000 below the budget base for 
  2.18  fiscal year 2003.  This reduction may be allocated to district 
  2.19  administration, but may not result in reduced spending for 
  2.20  actual trunk highway operations and maintenance and road 
  2.21  construction.  This reduction includes reduced costs of mobile 
  2.22  telephone and pager purchases and service contracts as required 
  2.23  by section 1. 
  2.24     Sec. 5.  [INFORMATION TECHNOLOGY SPENDING REDUCTION.] 
  2.25     In each of fiscal years 2004 and 2005, the commissioner of 
  2.26  transportation must reduce spending on information technology by 
  2.27  $10,075,000 below the budget base for fiscal year 2003.  This 
  2.28  reduction may be allocated to district spending on information 
  2.29  technology, but may not result in reduced spending for actual 
  2.30  trunk highway operations and maintenance and road construction. 
  2.31     Sec. 6.  [RESEARCH SPENDING REDUCTION.] 
  2.32     In each of fiscal years 2004 and 2005, the commissioner of 
  2.33  transportation must reduce spending on research by $2,500,000 
  2.34  below the budget base for fiscal year 2003.  This reduction may 
  2.35  not result in reduced spending for actual trunk highway 
  2.36  operations and maintenance and road construction. 
  3.1      Sec. 7.  [EQUIPMENT AND FACILITIES SPENDING REDUCTION.] 
  3.2      In each of fiscal years 2004 and 2005, the commissioner of 
  3.3   transportation must reduce spending on equipment and facilities 
  3.4   by $10,500,000 below the budget base for 2003.  This reduction 
  3.5   includes reduced costs of passenger vehicle purchase, 
  3.6   maintenance and repair, insurance, and fuel as required by 
  3.7   section 2.  This reduction may be allocated to district spending 
  3.8   on equipment and facilities, but may not result in reduced 
  3.9   spending for equipment necessary for trunk highway operations 
  3.10  and maintenance and road construction. 
  3.11     Sec. 8.  [EFFECTIVE DATE.] 
  3.12     Sections 1 to 3 are effective the day after final enactment.
