A bill for an act
relating to capital investments; appropriating money
for a wind-to-hydrogen pilot project; authorizing sale
and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; WIND-TO-HYDROGEN PILOT
PROJECT.

new text begin $6,000,000 is appropriated from the bond proceeds fund to
the commissioner of commerce to plan, design, and construct a
wind-to-hydrogen pilot project that involves a public higher
education institution capable of evaluating and contributing to
performance enhancement of wind-to-hydrogen. The department may
contract with the higher education institution or other third
parties to perform any or all of the duties related to the
project. The pilot project must include the ability to store
hydrogen and use it as fuel for fuel cells to provide
electricity in commercial quantities. The education institution
must agree to evaluate the technical and economic issues of
using hydrogen as a storage medium to improve the reliability of
wind-generated electricity as a contributor to Minnesota's
energy supply.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue
bonds of the state in an amount up to $6,000,000 in the manner,
upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
