  1.1                          A bill for an act 
  1.2             relating to domestic abuse training; requiring 
  1.3             additional training for peace officers, teachers, and 
  1.4             school administrators; amending Minnesota Statutes 
  1.5             2002, section 626.8451, subdivision 1a; proposing 
  1.6             coding for new law in Minnesota Statutes, chapter 122A.
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [122A.10] [DOMESTIC ABUSE AND HARASSMENT 
  1.9   TRAINING.] 
  1.10     The board of teaching and the board of school 
  1.11  administrators must require that teachers and school 
  1.12  administrators, as a part of their ongoing training, receive 
  1.13  training on child and adolescent sexual abuse, domestic abuse, 
  1.14  harassment, stalking, and related civil and criminal issues.  
  1.15  The training must include the following: 
  1.16     (1) information about the specific needs of victims; 
  1.17     (2) education on the causes of sexual abuse, family 
  1.18  violence, harrassment, and stalking; 
  1.19     (3) education on culturally responsive approaches to 
  1.20  serving victims; and 
  1.21     (4) education on the impacts of sexual abuse, domestic 
  1.22  abuse, and abuse allegations on children. 
  1.23     Sec. 2.  Minnesota Statutes 2002, section 626.8451, 
  1.24  subdivision 1a, is amended to read: 
  1.25     Subd. 1a.  [TRAINING COURSE; CRIMES OF VIOLENCE.] In 
  1.26  consultation with the crime victim and witness advisory council 
  2.1   and the school of law enforcement, the board shall prepare a 
  2.2   training course, including continuing education, to assist peace 
  2.3   officers in responding to crimes of violence and to enhance 
  2.4   peace officer sensitivity in interacting with and assisting 
  2.5   crime victims.  For purposes of this course, child and 
  2.6   adolescent sexual abuse, domestic abuse, harassment, and 
  2.7   stalking crimes are "crimes of violence."  The course must 
  2.8   include information about: 
  2.9      (1) the needs of victims of these crimes and the most 
  2.10  effective and sensitive way to meet those needs or arrange for 
  2.11  them to be met; 
  2.12     (2) the extent and causes of crimes of violence, including 
  2.13  domestic abuse, physical and sexual abuse, physical violence, 
  2.14  harassment and stalking, and neglect; 
  2.15     (3) the identification of crimes of violence and patterns 
  2.16  of violent behavior; and 
  2.17     (4) culturally responsive approaches to dealing with 
  2.18  victims and perpetrators of violence.
