  1.1                          A bill for an act 
  1.2             relating to crime prevention; authorizing community 
  1.3             service grants in Hennepin and Ramsey counties; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [HENNEPIN AND RAMSEY COUNTIES COMMUNITY SERVICE 
  1.7   GRANT PROGRAM PILOT PROJECTS.] 
  1.8      Subdivision 1.  [GRANT PROGRAM.] Hennepin and Ramsey 
  1.9   counties shall each establish and administer a pilot project 
  1.10  grant program to fund community-based programs in high-crime 
  1.11  areas that provide opportunities for children under age 16 to 
  1.12  volunteer for and perform community service.  Programs 
  1.13  qualifying for grants must encourage responsibility and good 
  1.14  citizenship on the part of participating children and discourage 
  1.15  them from engaging in illegal activities or associating with 
  1.16  criminal gangs.  Programs receiving grants may provide children 
  1.17  who perform community service with appropriate nonmonetary 
  1.18  rewards including, but not limited to, partial scholarships for 
  1.19  post-secondary education, gift certificates, tickets for 
  1.20  entertainment, parties, and group outings. 
  1.21     Subd. 2.  [ELIGIBILITY CRITERIA.] Hennepin and Ramsey 
  1.22  counties shall establish criteria for determining the 
  1.23  community-based programs eligible for grants under subdivision 
  1.24  1.  Eligible programs must: 
  1.25     (1) have a broad network of established economic and social 
  2.1   relationships within the community and with local governmental 
  2.2   units; 
  2.3      (2) represent a broad range of diversity; 
  2.4      (3) have demonstrated an ability to administer 
  2.5   community-based programs and have a history of successful 
  2.6   community organizing; 
  2.7      (4) have a proven history of properly supervising and 
  2.8   successfully interacting with juveniles; and 
  2.9      (5) have demonstrated an ability to work with parents of 
  2.10  juveniles and schools. 
  2.11     Sec. 2.  [APPROPRIATIONS.] 
  2.12     $....... is appropriated for the fiscal year ending June 
  2.13  30, 2000, and $....... is appropriated for the fiscal year 
  2.14  ending June 30, 2001, from the general fund to the commissioner 
  2.15  of public safety for grants to Hennepin and Ramsey counties to 
  2.16  administer the grant program and make the grants described in 
  2.17  section 1.
