A bill for an act
relating to transportation; capital improvements; appropriating money for
interchange improvements along marked U.S. Highway 10/169; authorizing the
sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $12,500,000 is appropriated from the bond proceeds
account in the state transportation fund to the commissioner of transportation for a grant to
Anoka County for environmental documentation, preliminary engineering, right-of-way
acquisition, and final design for the interchanges on marked U.S. Highway 10/169 at County
State-Aid Highway 56 (Ramsey Boulevard) and County State-Aid Highway 57 (Sunfish
Lake Boulevard) and the associated railroad grade separations, frontage roads, backage
roads, and connecting local streets to support the U.S. Highway 10/169 improvements in
the city of Ramsey. This appropriation does not require a nonstate contribution. This
appropriation is in addition to the appropriation in Laws 2020, Fifth Special Session chapter
3, article 1, section 16, subdivision 4.

new text begin To provide the money appropriated in this section from the bond
proceeds account, the commissioner of management and budget shall sell and issue bonds
of the state in an amount up to $12,500,000 in the manner, upon the terms, and with the
effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7, at the times and in the amounts requested by the
commissioner of transportation.
