A bill for an act
relating to workforce development; appropriating money for a grant to Youthprise
for the Opportunity Reboot initiative.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $1,000,000 in fiscal year 2020 and $1,000,000 in fiscal year 2021 are appropriated from
the workforce development fund to the commissioner of employment and economic
development for grants to Youthprise for Opportunity Reboot, a statewide initiative to
address the economic challenges of disconnected youth. Grant funds must be used to provide
grants to organizations for their work in creating career pathways for disconnected youth
by:

new text begin (1) providing education programming to ensure youth obtain a high school diploma or
GED;

new text begin (2) enrolling or co-enrolling youth in relevant postsecondary programs based on career
interest;

new text begin (3) providing basic needs supportive services in support of education and career goals;
and

new text begin (4) helping youth secure industry-recognized credentials in high demand local industries.

new text begin This grant requires a 50 percent match from nonstate sources. This is a onetime appropriation.
