  1.1                          A bill for an act 
  1.2             relating to government; modifying a budget report date 
  1.3             for cities; modifying certain budget publication 
  1.4             requirements; amending Minnesota Statutes 1994, 
  1.5             sections 6.745, subdivision 1; and 471.6965. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 6.745, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [CITIES.] Annually, upon adoption of the 
  1.10  city budget, the city council of each home rule charter or 
  1.11  statutory city shall forward summary budget information to the 
  1.12  office of the state auditor.  The summary budget information 
  1.13  shall be provided on forms prescribed by the state auditor.  The 
  1.14  office of the state auditor shall work with representatives of 
  1.15  city government to develop a budget reporting form that conforms 
  1.16  with city budgeting practices and provides the necessary summary 
  1.17  budget information to the office of the state auditor.  The 
  1.18  summary budget data shall be provided to the office of the state 
  1.19  auditor no later than December January 31 of the year preceding 
  1.20  each budget year. 
  1.21     Sec. 2.  Minnesota Statutes 1994, section 471.6965, is 
  1.22  amended to read: 
  1.23     471.6965 [PUBLICATION OF SUMMARY BUDGET STATEMENT.] 
  1.24     Annually, upon adoption of the city budget, the city 
  1.25  council shall publish a summary budget statement in either of 
  2.1   the following: 
  2.2      (1) the official newspaper of the city, or if there is 
  2.3   none, in a qualified newspaper of general circulation in the 
  2.4   city; or 
  2.5      (2) for a city in the metropolitan area as defined in 
  2.6   section 473.121, subdivision 2, a city newsletter or other city 
  2.7   mailing sent to all households in the city.  
  2.8      If the summary budget statement is published in a city 
  2.9   newsletter, it must be the lead story.  If the summary budget 
  2.10  statement is published through a city newsletter or other city 
  2.11  mailing, a copy of the newsletter or mailing shall be sent on 
  2.12  request to any nonresident.  If the summary budget statement is 
  2.13  published by a mailing to households other than a newsletter, 
  2.14  the color of the paper on which the summary budget statement is 
  2.15  printed must be distinctively different than the paper 
  2.16  containing other printed material included in the mailing. 
  2.17     The statement shall contain information relating to 
  2.18  anticipated revenues and expenditures, in a form prescribed by 
  2.19  the state auditor.  The form prescribed shall be designed so 
  2.20  that comparisons can be made between the current year and the 
  2.21  budget year.  A note shall be included that the complete budget 
  2.22  is available for public inspection at a designated location 
  2.23  within the city.
