A bill for an act
relating to public safety; appropriating money to a neighborhood youth
organization.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; NEIGHBORHOOD YOUTH ORGANIZATION.

new text begin (a) $300,000 in fiscal year 2008 and $300,000 in fiscal year 2009 are appropriated
from the general fund to the commissioner of public safety for a grant to a nonprofit
youth organization that serves youth who live, work, or attend school in the northwest
suburbs of Hennepin County. The organization must provide the following services:
after-school activities, summer activities, educational courses, test preparation courses,
tutoring, mentoring, and job assistance services. The majority of the organization's
services must be provided to economically disadvantaged youth. The expected outcomes
of the organization are to reduce truancy, reduce juvenile crime, increase school
attendance, support academic achievement and leadership development, increase parental
involvement, and strengthen community relationships. The organization must partner with
law enforcement and community organizations that provide health care, mental health
counseling, chemical dependency services, or family services.

new text begin (b) By February 1, 2010, the commissioner of public safety shall report to the chairs
and ranking minority members of the senate and house committees and divisions having
jurisdiction over criminal justice funding and policy on how the funds were used.
