A bill for an act
relating to natural resources; appropriating money for a Chronic Wasting Disease
Research Center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CHRONIC WASTING DISEASE RESEARCH CENTER;
APPROPRIATION.

new text begin (a) $3,804,000 in fiscal year 2020 is appropriated from the .... fund to the Board of
Regents of the University of Minnesota to establish a Chronic Wasting Disease Research
Center to develop solutions to control the spread of chronic wasting disease and study the
impacts of the disease on wildlife health, human health, and farmed Cervidae, including
equipment and facility development. Of this amount, $1,804,000 is to develop a diagnostic
test for chronic wasting disease that uses samples from living deer. As a condition of
receiving this appropriation, the University of Minnesota is requested to collaborate with
the commissioner of natural resources, the commissioner of health, the Board of Animal
Health, and other entities with expertise or interest in chronic wasting disease. Money
appropriated in this section may not be spent on activities unless they are directly related
to and necessary for the purposes of this section. This is a onetime appropriation and is
available until June 30, 2023.

new text begin (b) By January 15, 2021, as a condition of the appropriation provided under this section,
the Board of Regents of the University of Minnesota must submit a report to the chairs and
ranking minority members of the house of representatives and senate committees and
divisions with jurisdiction over the environment and natural resources and agriculture on
the activities and outcomes of the research center and any recommendations for additional
funding.
