  1.1                          A bill for an act
  1.2             relating to sports facilities; authorizing the 
  1.3             department of trade and economic development to 
  1.4             negotiate with professional sports teams; requiring a 
  1.5             report to the legislature. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [COMMISSIONER OF TRADE AND ECONOMIC DEVELOPMENT 
  1.8   TO MEET WITH PROFESSIONAL SPORTS TEAM REPRESENTATIVES.] 
  1.9      The commissioner of trade and economic development shall 
  1.10  contact and make efforts to meet with representatives of 
  1.11  professional sports teams located in Minnesota that are part of 
  1.12  national leagues or systems, including the Minnesota Vikings, 
  1.13  Minnesota Twins, Minnesota Timberwolves, and Minnesota Wild.  
  1.14  The commissioner shall attempt to negotiate with team 
  1.15  representatives to produce a proposal for an agreement between 
  1.16  the state of Minnesota and each team in which the state of 
  1.17  Minnesota would compensate the team and obtain the rights to the 
  1.18  control and use of the team name in the event that the team 
  1.19  relocates to another state.  By June 1, 2002, the commissioner 
  1.20  shall report to the legislature regarding: 
  1.21     (1) the likelihood of reaching an agreement with each 
  1.22  existing team; 
  1.23     (2) the terms of any proposed contract the commissioner has 
  1.24  been able to negotiate with any team; 
  1.25     (3) any appropriation of funds that would be necessary for 
  2.1   the state to enter into any proposed contracts; and 
  2.2      (4) any other information the commissioner believes would 
  2.3   be useful to the legislature. 
  2.4      Nothing in this section authorizes the commissioner to 
  2.5   enter into any binding contract on behalf of the state with 
  2.6   respect to the purchase of any team name.
