  1.1                          A bill for an act 
  1.2             relating to education finance; extending the 
  1.3             metropolitan magnet school grant program statewide; 
  1.4             appropriating money; amending Minnesota Statutes 2000, 
  1.5             section 124D.88, subdivisions 1, 4.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 124D.88, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [POLICY AND PURPOSE.] A metropolitan magnet 
  1.10  school grant program is established for the purpose of promoting 
  1.11  integrated education for students in prekindergarten through 
  1.12  grade 12, increasing mutual understanding among all students, 
  1.13  and addressing the inability of local school districts to 
  1.14  provide required construction funds through local property 
  1.15  taxes.  The program seeks to encourage districts located in 
  1.16  whole or in part within the seven-county metropolitan area to 
  1.17  make available to school age children residing in the 
  1.18  metropolitan area those educational programs, services, and 
  1.19  facilities that are essential to meeting all children's needs 
  1.20  and abilities.  The program anticipates using the credit of the 
  1.21  state, to a limited degree, to provide grants to metropolitan 
  1.22  area school districts to improve the educational opportunities 
  1.23  and academic achievement of disadvantaged children and the 
  1.24  facilities that are available to those children.  
  1.25     Sec. 2.  Minnesota Statutes 2000, section 124D.88, 
  2.1   subdivision 4, is amended to read: 
  2.2      Subd. 4.  [START-UP COSTS.] During the first two years of a 
  2.3   metropolitan magnet school's operation, the school is eligible 
  2.4   for aid to pay for start-up costs and additional operating 
  2.5   costs.  Start-up cost aid equals $500 times the magnet school's 
  2.6   pupil units served for that year. 
  2.7      Sec. 3.  [APPROPRIATIONS.] 
  2.8      Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.9   LEARNING.] The sums indicated in this section are appropriated 
  2.10  from the general fund to the department of children, families, 
  2.11  and learning for the fiscal years designated. 
  2.12     Subd. 2.  [MAGNET SCHOOL GRANTS.] For magnet school and 
  2.13  program grants under Laws 1994, chapter 647, article 8, section 
  2.14  38:
