  1.1                          A bill for an act 
  1.2             relating to transportation; requiring legislative 
  1.3             report on economic impacts of highways on rural areas; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [STUDY OF RURAL HIGHWAY IMPACTS.] 
  1.7      (a) The commissioner of transportation, in conjunction with 
  1.8   regional planning agencies, shall study highway access on and 
  1.9   capacity for towns and cities having populations between 3,000 
  1.10  and 20,000 inhabitants.  The study shall analyze and make 
  1.11  findings on the impact and effects of highways on rural job 
  1.12  creation, development, manufacturing, distribution, and any 
  1.13  related matters the commissioner considers relevant. 
  1.14     (b) The commissioner shall make findings of fact and 
  1.15  recommendations in a report to be submitted to the legislature 
  1.16  by February 1, 1998. 
  1.17     Sec. 2.  [APPROPRIATION.] 
  1.18     $....... is appropriated from the general fund to the 
  1.19  commissioner of transportation for the purposes of section 1 and 
  1.20  is available until February 1, 1998. 
  1.21     Sec. 3.  [EFFECTIVE DATE.] 
  1.22     Sections 1 and 2 are effective the day following final 
  1.23  enactment.
