  1.1                          A bill for an act 
  1.2             relating to education; making the first grade 
  1.3             preparedness program permanent; appropriating money; 
  1.4             amending Minnesota Statutes 1998, section 124D.081, 
  1.5             subdivision 3; repealing Minnesota Statutes 1998, 
  1.6             section 124D.081, subdivision 8. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 124D.081, 
  1.9   subdivision 3, is amended to read: 
  1.10     Subd. 3.  [QUALIFYING SCHOOL SITE.] (a) The commissioner 
  1.11  shall rank all school sites with kindergarten programs that do 
  1.12  not exclusively serve students under sections 125A.03 to 
  1.13  125A.24, and 125A.65.  The ranking must be from highest to 
  1.14  lowest based on the site's free and reduced lunch count as a 
  1.15  percent of the fall enrollment using the preceding October 1 
  1.16  enrollment data.  Once a school site is calculated to be 
  1.17  eligible, it remains eligible for the duration of the pilot 
  1.18  program.  For each school site, the percentage used to calculate 
  1.19  the ranking must be the greater of (1) the percent of the fall 
  1.20  kindergarten enrollment receiving free and reduced lunch, or (2) 
  1.21  the percent of the total fall enrollment receiving free and 
  1.22  reduced lunch.  The list of ranked sites must be separated into 
  1.23  the following geographic areas:  Minneapolis district, St. Paul 
  1.24  district, suburban Twin Cities districts in the seven-county 
  1.25  metropolitan area, and school districts in greater Minnesota. 
  1.26     (b) The commissioner shall establish a process and 
  2.1   timelines to qualify school sites for the next school year.  
  2.2   School sites must be qualified in each geographic area from the 
  2.3   list of ranked sites until the estimated revenue available for 
  2.4   this program has been allocated.  The total estimated revenue 
  2.5   must be distributed to qualified school sites in each geographic 
  2.6   area as follows:  25 percent for Minneapolis sites, 25 percent 
  2.7   for St. Paul sites, 25 percent for suburban Twin Cities sites, 
  2.8   and 25 percent for greater Minnesota. 
  2.9      Sec. 2.  [APPROPRIATION; FIRST GRADE PREPAREDNESS.] 
  2.10     $10,000,000 in fiscal year 2000 and $10,000,000 in fiscal 
  2.11  year 2001 are appropriated from the general fund to the 
  2.12  commissioner of children, families, and learning for the first 
  2.13  grade preparedness program. 
  2.14     Sec. 3.  [REPEALER.] 
  2.15     Minnesota Statutes 1998, section 124D.081, subdivision 8, 
  2.16  is repealed. 
  2.17     Sec. 4.  [EFFECTIVE DATE.] 
  2.18     Sections 1 and 2 are effective the day following final 
  2.19  enactment.
